Post Trojan Hoax: Did Park View Educational Trust Have Prior Knowledge of Snap Inspections?

Through the Trojan Hoax affair, the one thing I have realised is that whenever hype is required to push a policy, there will be some sort of “leak” of a “damning” document to the press beforehand. This isn’t a conspiracy theory, this is a reality. From the various leaked reports about Park View Education Trust (PVET) falling into Andrew Gilligan’s hands (see  here also), to the “leak” of former counter-terrorism head Peter Clarke’s Trojan Hoax investigation report to the press which concluded there was an “orchestrated plot”, pipping Ian Kershaw’s report a day earlier which concluded the opposite.   And now we have another “leak” of Ofsted reports on faith school’s in London.

For a government known for the extent it will go to cover-up its own dirt, these are a lot leakages.

Whereas snap inspections are flawlessly executed without the knowledge of schools subjected to them (which need to be purged of Muslims and their beliefs if necessary), there seems to be some strange behaviour with those schools which are postively linked to government departments in some way.

Take for instance the Guardian report on Michael Gove’s much lauded “model superhead”, Rachel De Souza. Two of the schools run by her are part of the Inspiration Trust academy chain venerated by the government, and sponsored by the Tory donor and Department for Education non-executive director Theodore Agnew. According to the report De Souza saw an inspection schedule for one of the schools she oversees and was also in a position to converse with Ofsted about the timings of inspections.

Possible collusion between the DfE, Ofsted and De Souza? Cirumstantial evidence would indicate as such.

However, a similar incident has been missed by the media at Park View School. The school, which was the direct focus of the Trojan Hoax fiasco, seems to now be benefiting from inside knowledge at Ofsted.

DfE/Ofsted – Possible Collusion over Park View?

It is being alleged that Ofsted was to make an unannounced visit at Park View school on the 4th of November, however, leading up to the inspection, the school shifted to half days for a whole week in anticipation of the Ofsted visit. The strange behaviour became apparent to a parent who then requested a meeting with Ofsted before they were scheduled to go into the school. It has now transpired that the “unannounced” inspection has not gone ahead. With the teaching time cut in half for a week the children’s education has been affected and compromised for nothing.

This is most disturbing. If true, the question remains, how on earth can such details be leaked to the school? There is a desperate need for PVET to show improvement after the Trojan Hoax oppression. Is this the reason for the alleged leak of information to the school?

It also further questions the independence of an already disreputable regulatory body that is Ofsted and points to a possible collusion between it and contacts in the DfE. We already know Colin Diamond and David McVean for instance have, allegedly, a big hand in driving policies at PVET.

Is there a collusion? An investigation into this “leak” is required to ascertain this question. What is apparent are links which can be made and in Peter Clarke’s world of “orchestrated plots”, a link is all you need.

Interestingly, it is also being alleged that Riverside Church-linked purported nepotistic Jo Tyler, Kamal Hanif (Chair of PVET) and two individuals who are alleged to be involved in the drafting of the fabricated Trojan Horse letter, Matthew Scarrott, the former head of Golden Hillock School and Peter Slough (former head of Small Heath School), have been seen together having a drink during the half-term holidays.

I’ll let the readers draw their own conclusions on this one.

  1. So your argument that Park View’s new bosses now receive favourable treatment, compared with the previous lot, is that they took a week’s worth of half-days before an Ofsted inspection… that never happened?

    Ofsted, and especially Michael Wilshaw, have been positively gleeful in slating Birmingham City Council over everything from education to children’s services in the last few months – I don’t think they’ll lose any sleep over yet more failings to use against them. Wilshaw’s already criticised the lack of progress at the Trojan Horse schools – it doesn’t exactly fit in with this claim that Ofsted and the DfE are in league, desperately trying to show a brilliant turnaround in these schools. They’re happy to dump the responsibility on the local authority, with whom they’ve been in seemingly perpetual dispute.

    Similarly, you talk about snap inspections being carried out “flawlessly” among schools “which need to be purged of Muslims and their beliefs”. The high-achieving Trojan schools got off with light-touch inspections precisely because of their exam results… there was no purging of Muslims – the regime was allowed to do what they wanted for ages. Everything was fine in Ofsted’s eyes until the alarm was raised about the exact practices that were employed there (by the admittedly probably-fake Trojan Horse letter).

    The only reason they did eventually fail inspections was because Ofsted changed their criteria – so schools were failed for segregating kids, or telling them not to dance/sing because it’s “un-Islamic”, or coercing them into joining in prayer. That’s not purging schools of Muslims, it’s stopping them forcing their particular brand of religion onto kids – something that should certainly be kept out of state, non-religious schools.

    • What it goes to show is that the whole Operation was an anti Muslim plot conceived in the corrupt mind of the dishonourable Michael Gove MP and implemented by the disgusting Michael Wilshaw.

      These people do not give two hoots about the education of young people of Muslim heritage, their only interest is news paper headlines.

      If they had really been interested in corrupt practises in schools they would be investigating the Jo person mentioned in you articles, but because she is white she is able to get away with it.

      The pile of “s***” known as the Sunday Telegraph and the racist idiot Andrew Giligan clearly have not interest in a white women trading “Sex for Contracts” or having her family working alongside her in that school.

      If you re-read the piece again you will find your answer. My argument has always sought to highlight discriminatory treatment of the Muslim minority.

      The heads and those who have been brought in to take charge are being consistently described by multiple sources close to the school as puppets of the DfE. My question surrounds the allegations of leaks, and whether there is a collusion. I call for an investigation into why this is happening (given this this has not happened to these schools before, for instance). What this collusion seeks as end-game (and certainly whether it is to turn around the fortunes of the schools) is not the claim.

      light-touch inspections? Seriously?

      And what exact practices were being practiced there which were not being practiced in schools led by Christian, evagelicals? Why have they not been investigated with the same level of scrutiny, despite allegations of nepotism, takeovers and even having a hand in the creation of the Trojan Hoax letter. Furthermore, the allegations against Muslim teachers have been taken as the truth without the counter evidence being even considered as seen in Clarke’s ridiculously methodlogically flawed report.

      “Out there in the Muslim community it’s bloody difficult because they feel they’re being pilloried, they feel they are being treated very differently from the rest of society.” And they’re not wrong to feel that way, he suggests. “I have a case in a very white area of the city where evangelical Christians tried to do something very similar – tried to change the ethos of the school from within by putting governors in there.” But Christians aren’t being castigated by the media, education secretary or Ofsted for infiltrating school governing bodies. Muslims are.”

  2. There needs to be an independant investigation into the running of all Park View schools as soon as possible. Not just around the issues raised in this excellent article but also into the key new personnel who are now managing and making key decisions at these schools. All schools remain in special measures. What benefits have these new staff members delivered? I wonder if Ofsted will be checking for this?

    For example, who’s idea was it to employ a “circus clown” as the new Park View Executive Head?
