The insidious counter-extremism programme PREVENT is not limited to Britain in terms of its effect and impact.  Muslim minorities in the US are experiencing similar policies designed to target them through bogus psychometrics.  See previous blogs on CVE, the responses to it in Western states, and the need to internationalise the response to a policy of persecution which has gone global.  The piece below by journalist Waqas Mirza is important in that it demonstrates that the concerns about PREVENT are being echoed in the context of American CVE projects.  It is an important step forward towards the aim of transcending borders to combat CVE.

Nearly fifteen years of the War on Terror may not have led to any appreciable decline of terrorist groups but they certainly have resulted in the US government coming up with some uniquely comical ideas on how the war should be fought. The State Department once spent millions of dollars for its Center for Strategic Counterterrorism Communications division to troll Islamic State accounts on Twitter. Earlier this year, the State Department offereda $1.5 million grant to produce a “television drama series” aimed at “countering violent extremism among young people in contemporary Afghan society.”

In Britain, the PREVENT counter-extremism programme is now being challenged academically and practically to the point that voices within the mainstream political spectrum are calling for it to be scrapped.

However, despite this policy failure, beyond Britain and in countries like Australia and the Unites States of America, the ideology of PREVENT is spreading like a virus.

There have been developments in Australia, where counter extremism policies are maintaining the discriminatory targeting of the Muslim minority.  Australia is looking to ramp up its counter-extremism measures, both in a hard and soft capacity.  The Australian measures will include the strongly-lambasted control orders to be used on individuals whom have not been convicted of a crime. Further those “high-risk extremists” whom have been convicted of a crime and have completed their prison sentence may be indefinitely detained. In other words, the rule of law is being decimated by disproportionate, authoritarian measures which will most likely be used majoritarily against Muslims.

Slogans based within particular parlance and values often provide the veil for an agenda of a different kind.  During the 1970s, the human rights industry was used as official US imperial policy.  Prior to this, the enlightened liberalism of the west was driving colonisation of the world to bring it out of “darkness” – a psychological projection of its own “dark” past.  Today, neoconservatives have taken much of the above, tweaked the rhetoric and driven a strategic policy which has now begun to gain international traction.  Today, the “cure” for “backward” and “violent” Muslims remains one grounded in the European, supremacist experience. However, this prescription is administered through the now pressing lens of security and specifically the counter-extremism agenda. In other words, neocons have successfully managed to securitise human rights, allowing them to foster closed societies domestically whilst pursing their doctrine of pre-emption objectives on a global scale through war – both physical and ideological.  The vehicle which provides the language set and values for this culturalist war is the Countering Violent Extremism (CVE) agenda.

In a previous article, I noted how the underlying neoconservative “clash of civilisations” assumptions about Islam have premised the counter-extremism discourse.  In the British context, we now a have state-coerced effort to deconstruct Islam piece by piece in order to assimilate, as opposed to integrate, Muslims.  When we understand that Britain through its neocon “think-tanks” and pseudo-liberal “reformers” are at the centre of defining the counter-extremism ideology transnationally, we can appreciate, or rather, be perturbed by the extent of the influence of this dangerous thinking.
